Safeguarding is not a policy document.

It is a living culture shaped by leadership, staff confidence, student experiences, organisational systems, and the decisions made when concerns arise.

Many schools believe they have a clear picture of safeguarding because their policies are in place, training is delivered, and records are maintained. However, safeguarding effectiveness is rarely determined by documentation alone. The true test is whether safeguarding works in practice.

Our independent Safeguarding Reviews help schools understand the reality of safeguarding across their organisation. We examine not only what your policies say, but how safeguarding is experienced by students, staff, leaders, governors and the safeguarding team itself.

Why a Safeguarding Review Instead of an Audit?

Many schools begin by asking for a safeguarding audit.

​

An audit is something an accreditation body will complete and generally Safeguarding will be one part of a larger school audit and focuses primarily on compliance. Most accrediatation bodies recognise how essential is it for a school to have a strong Safeguarding process. In fact, Safeguarding is a key areas that cause schools to struggle to successfully be accredited on their first attempt, because many school recognise the importance but don't have the knowledge and skills embedded in their commiunity. This is one area, where we can really support schools. to explore their policies, if their processes are contextually appropriate and being followed, if records are complete, and statutory requirements have been met.

However, a Comprehensive Safeguarding Review goes further.

It explores whether safeguarding is genuinely effective in practice. It examines culture, leadership, decision-making, staff confidence, student experiences, governance oversight, safeguarding capacity, and how systems operate when faced with real safeguarding concerns.

For schools preparing for accreditation, inspection or Board scrutiny, a review provides a deeper understanding of strengths, vulnerabilities and development priorities before formal external evaluation takes place.

​

Rather than simply identifying whether standards have been met, a safeguarding review helps schools understand whether safeguarding is working and recieve the actionable recommendations to make any necessary changes before the system is really tested by a complex safeguarding case or accreditation audit.

Every Review Includes Two Senior Safeguarding Consultants

Every review conducted by Encompass Safeguarding is undertaken by two experienced senior safeguarding consultants.

This reflects best practice within the independent safeguarding sector.

Having two reviewers provides:

  • Independent triangulation of evidence.

  • Reduced reviewer bias.

  • Stronger professional challenge and discussion.

  • Greater confidence in findings and recommendations.

  • Increased credibility with Boards, accreditation bodies and leadership teams.


All findings are independently moderated before final reporting to ensure recommendations remain objective, evidence-based and professionally defensible.

The Highest Level of Independent Safeguarding Assurance

The Comprehensive Safeguarding Review is our most detailed and in-depth evaluation of safeguarding culture, practice and effectiveness.

Conducted onsite over several days, this review examines how safeguarding operates throughout the school community and how it is experienced by the people who depend upon it.

​

This review is particularly valuable for schools seeking Board-level assurance, preparing for accreditation, managing organisational change, or wishing to gain a complete understanding of safeguarding strengths and vulnerabilities.

​

By combining interviews, surveys, observations, case tracing and documentation review, we develop a comprehensive picture of safeguarding in practice rather than relying solely on written procedures.
