Mark Fower

In his 30-year police career, Mark has delivered the Achieving Best Evidence, Investigative Interviewing and Child Abuse Investigation courses. In 2023, he delivered the Interviewing Child Victims Course and the Child Abuse and Serious Crime Investigation course to The Child Protection Unit of the Cambodian Children’s Fund, and The National Cambodian Police. Mark led Child Protection Teams managing and directing investigations into the sexual and/or physical abuse of children and child homicides. As the force strategic lead, he led The Hostage and Crises Negotiator Team which included the Counter Terrorism and Crime in Action (Kidnap) response functions. He has worked in partnership with multidisciplinary teams to co-ordinate safeguarding interventions, conduct comprehensive risk assessments, and then plan, agree, and implement effective safeguarding plans.
School Boarding, Homestay and Guardian Consultant
Rosie is a highly experienced educator with nearly two decades dedicated to teaching and pastoral leadership within diverse boarding school settings. Her experience includes launching new boarding programs, facilitating a school's transition to co-educational boarding, and establishing boarding provision in schools for the first time. Rosie has led pastoral training for staff, managed student health services and parent communications, and collaborated with safeguarding organisations at all levels. With qualifications in coaching and pastoral leadership, she remains at the forefront of boarding policy and compliance. A champion for best practices, Rosie prioritizes the student experience, creating policies, procedures, and nurturing environments that foster emotional wellbeing and a sense of belonging. Currently based in Cambodia, Rosie consults with new and established international schools across Asia, assisting them in developing and implementing their boarding and homestay programs. Her deep understanding of Asian culture, international schools, and safeguarding best practices makes her a sought-after consultant in the region.

Patrick Hurworth
Leadership and Organisational Safeguarding Consultant
Patrick has held teaching and senior leadership roles in international schools for more than 30 years. Beginning his teaching career in the UK, he started his international school journey at the International School of Geneva and took his first role as Principal at Atlanta International School in the USA. In 2014, Patrick moved to Asia and has since served as Principal or Head of School in some of the region’s most iconic schools, including Hong Kong International School (HKIS), the International School of Beijing, and the United World College of South East Asia (UWCSEA), Singapore. Drawing on his extensive leadership experience, Patrick is passionate about supporting others in similar roles. He speaks powerfully on leading through crisis - managing the organisational, reputational, and human impact of critical incidents - and is committed to helping schools prepare well, respond effectively, and build a culture of support for both staff and students before a crisis hits. He is particularly focused on ensuring that the needs and wellbeing of students and staff remain central to all decision-making, and is deeply committed to reducing the likelihood of suicide by young people. Patrick is a coach and mentor to aspiring school leaders, delivers training for international school Boards, and speaks regularly at conferences. He also serves as an Associate for Global Philanthropic, a major fundraising consultancy. At Encompass, his work centres on leadership support and supervision, organisational safeguarding audits (with a focus on leadership and systems), and strategic crisis management.

Kate O'Connell
Consultant
Kate O'Connell is a dedicated and accomplished IB educator, workshop leader, evaluator, coach, coach educator and speaker with nearly 30 years of experience in education, sustainability, and inclusion. A former Head of School, Kate now specializes in coaching educational leaders and facilitating workshops focused on topics including leadership, sustainability, inclusion, and social-emotional learning. In addition to leading workshops for the IB, Kate collaborates with organizations like Compass Education and Trust-Based Observations and designs her own Human-Centered Design workshops. When she's not facilitating or coaching, Kate enjoys sharing her insights at conferences and spending time with her two teenagers.

Multilingual Safeguarding Lead Trainer (Khmer, Thai, Lao)
Swat So is a highly experienced professional with over 17 years of expertise in training and development, operations, human resources, and law enforcement. He has worked with international NGOs, government agencies, and private organizations, including the Ministry of Interior, Ministry of National Defense, and Child Protection Unit (CPU). His career includes leadership roles in training coordination, interpretation and translation, IED-EOD operations, and program management, supporting both development and conservation initiatives. Skilled in building partnerships, managing teams, and delivering capacity-building programs, he is fluent in Khmer, English, Thai, and Lao. Swat joins Encompass Safeguarding as a Multilingual Safeguarding Lead Trainer (Khmer, Thai, Lao). In this role, he leads and delivers safeguarding training across diverse cultural and linguistic contexts, supporting organizations and communities to strengthen their child protection practices and ensure safe environments for all. Swat is passionate about staff development, effective management, and cross-sector collaboration, aiming to strengthen institutions through practical training and professional excellence.

Simone Lyn Searle
Level 1 Trainer (English Language)
Simone is a safeguarding and child protection professional with a background in early childhood education and extensive experience in Cambodia's NGO sector. She specialises in safeguarding systems, capacity building, and strengthening child protection practices across organisations. She is passionate about creating safe, ethical environments where children are protected, respected, and able to thrive.

Daden Rath
Level 1 Trainer (Khmer Language)
Ms. Daden Rath, currently is an Aftercare Specialist and a social worker providing psychological and physical support to child victims of sexual abuse and other forms of violence. She has experience working in child and victim protection with children in individual, group, and family settings. She is also experienced providing training to NGOs, working as victim liaisons and legal support, involved in criminal justice system reform programs and provided with national technical support on social policies development for survivors of trafficking. She has two master degrees in private law and social work from Royal University of Phnom Penh and Royal University of Laws and Economics.

Claire is the Administrative & Operations Lead at Encompass Safeguarding and plays a vital role in ensuring the smooth day-to-day running of our operations. With over 18 years of experience across administrative and client support roles, Claire brings a broad and adaptable skillset that supports the effective delivery of our safeguarding training, consultancy, and supervision services. Since joining Encompass, Claire has quickly become an integral and highly valued member of the team. Her attention to detail, proactive communication, and strong organisational skills ensure that both our clients and consultants are well supported at every stage of engagement. Claire is passionate about the mission of Encompass Safeguarding and takes pride in contributing to work that protects children and empowers professionals around the world. She is especially committed to creating a smooth, positive experience for schools, families, and professionals seeking safeguarding support.
